The scientific interest of Council
and its scientific works;
The programs of research recommended
by Council;
The arrangements for carrying out
Council's scientific work and the programs of research
recommended or coordinated by it;
The arrangements for discussing all
the foregoing matters at Council's meetings, including
the organizing of special scientific meetings;
Selecting members, for review and
approval by Council, of Working Groups, Scientific Programs
and other Groups;
Appointment of Chairmen to Technical
Committees, Working Groups, Scientific Programs, Advisory
Panels and other Groups formed by Council.
Be responsible for advising Council on
all matters mentioned in (1);
Give guidance, as it may deem necessary,
to Scientific and Technical Committees, and Groups as to the
performance of their functions;
Review and make recommendations to Council
concerning proposed transmittal of scientific advice to Contracting
Parties to the Convention or an international body that requested
such advice;
Consider at each annual meeting of Council
the reports from all the scientific and ad hoc Committees
and Groups and report thereon to Council with special reference
to any expenditure involved; and
Advise Council on publications subject
to the availability of funds.
